Deuteronomy 20:11

²⁸When Israel had grown strong, they put the Canaanites to forced labor, and didn’t utterly drive them out.

¹⁴But his citizens hated him, and sent an envoy after him, saying, ‘We don’t want this man to reign over us.’

⁷I am for peace, but when I speak, they are for war.

¹⁰They didn’t drive out the Canaanites who lived in Gezer; but the Canaanites dwell in the territory of Ephraim to this day, and have become servants to do forced labor.

²¹their children who were left after them in the land, whom the children of Israel were not able utterly to destroy—of them Solomon raised a levy of bondservants to this day. ²²But of the children of Israel Solomon made no bondservants; but they were the men of war, his servants, his princes, his captains, and rulers of his chariots and of his horsemen.

²⁷That day Joshua made them wood cutters and drawers of water for the congregation and for the LORD’s altar to this day, in the place which he should choose.

²²Joshua called for them, and he spoke to them, saying, “Why have you deceived us, saying, ‘We are very far from you,’ when you live among us? ²³Now therefore you are cursed, and some of you will never fail to be slaves, both wood cutters and drawers of water for the house of my God.”

¹⁹There was not a city that made peace with the children of Israel, except the Hivites, the inhabitants of Gibeon. They took all in battle. ²⁰For it was of the LORD to harden their hearts, to come against Israel in battle, that he might utterly destroy them, that they might have no favor, but that he might destroy them, as the LORD commanded Moses.

³⁰Zebulun didn’t drive out the inhabitants of Kitron, nor the inhabitants of Nahalol; but the Canaanites lived among them, and became subject to forced labor. ³¹Asher didn’t drive out the inhabitants of Acco, nor the inhabitants of Sidon, nor of Ahlab, nor of Achzib, nor of Helbah, nor of Aphik, nor of Rehob; ³²but the Asherites lived among the Canaanites, the inhabitants of the land, for they didn’t drive them out. ³³Naphtali didn’t drive out the inhabitants of Beth Shemesh, nor the inhabitants of Beth Anath; but he lived among the Canaanites, the inhabitants of the land. Nevertheless the inhabitants of Beth Shemesh and of Beth Anath became subject to forced labor. ³⁴The Amorites forced the children of Dan into the hill country, for they would not allow them to come down to the valley; ³⁵but the Amorites would dwell in Mount Heres, in Aijalon, and in Shaalbim. Yet the hand of the house of Joseph prevailed, so that they became subject to forced labor.

⁴²For they are my servants, whom I brought out of the land of Egypt. They shall not be sold as slaves. ⁴³You shall not rule over him with harshness, but shall fear your God.

⁴⁴“‘As for your male and your female slaves, whom you may have from the nations that are around you, from them you may buy male and female slaves. ⁴⁵Moreover, of the children of the aliens who live among you, of them you may buy, and of their families who are with you, which they have conceived in your land; and they will be your property. ⁴⁶You may make them an inheritance for your children after you, to hold for a possession. Of them you may take your slaves forever, but over your brothers the children of Israel you shall not rule, one over another, with harshness.
