Leviticus 4:15

⁴He shall lay his hand on the head of the burnt offering, and it shall be accepted for him to make atonement for him.

³It shall be that the elders of the city which is nearest to the slain man shall take a heifer of the herd, which hasn’t been worked with and which has not drawn in the yoke. ⁴The elders of that city shall bring the heifer down to a valley with running water, which is neither plowed nor sown, and shall break the heifer’s neck there in the valley. ⁵The priests the sons of Levi shall come near, for them the LORD your God has chosen to minister to him, and to bless in the LORD’s name; and according to their word shall every controversy and every assault be decided. ⁶All the elders of that city which is nearest to the slain man shall wash their hands over the heifer whose neck was broken in the valley. ⁷They shall answer and say, “Our hands have not shed this blood, neither have our eyes seen it. ⁸Forgive, LORD, your people Israel, whom you have redeemed, and don’t allow innocent blood among your people Israel.” The blood shall be forgiven them. ⁹So you shall put away the innocent blood from among you, when you shall do that which is right in the LORD’s eyes.

⁴He shall bring the bull to the door of the Tent of Meeting before the LORD; and he shall lay his hand on the head of the bull, and kill the bull before the LORD.

¹⁰You shall present the Levites before the LORD. The children of Israel shall lay their hands on the Levites,

²⁵The LORD came down in the cloud, and spoke to him, and took of the Spirit that was on him, and put it on the seventy elders. When the Spirit rested on them, they prophesied, but they did so no more.

¹He said to Moses, “Come up to the LORD, you, and Aaron, Nadab, and Abihu, and seventy of the elders of Israel; and worship from a distance.

²¹Aaron shall lay both his hands on the head of the live goat, and confess over him all the iniquities of the children of Israel, and all their transgressions, even all their sins; and he shall put them on the head of the goat, and shall send him away into the wilderness by the hand of a man who is ready.

¹⁶The LORD said to Moses, “Gather to me seventy men of the elders of Israel, whom you know to be the elders of the people and officers over them; and bring them to the Tent of Meeting, that they may stand there with you.

²²He presented the other ram, the ram of consecration. Aaron and his sons laid their hands on the head of the ram.

⁹Then Moses, Aaron, Nadab, Abihu, and seventy of the elders of Israel went up.
