Leviticus 13:1–46
a skin disease: The Hebrew word tsaraʿat refers to more than Hansen’s disease (leprosy), which is rare and severely disfiguring. In Leviticus, the word describes many different conditions. These include:
an open sore (13:10),
a boil (13:18),
a burn (13:24),
a sore on the head or chin (13:29),
shiny white patches (13:38), or
unusual baldness (13:40).
A key test was whether the condition spread to other parts of the body (13:5–8). If it did, they quarantined the person while the disorder lasted (13:46). Not only people, but also clothing and even buildings could become infected (13:47–59; 14:33–53).

Leviticus 13:1–14.57
Regarding regulations for infections, the idea of "normal" and "abnormal" is important (see “Clean, Unclean, and Holy” Theme Note). Infections in people, clothing, or buildings are not normal. They indicate disease and death. This is the opposite of wholeness. So, infections make a person ceremonially unclean.
Leviticus 11:1–15.33
These chapters explain the rules about purity. Mixing different types of animals was forbidden (see Deuteronomy 22:9–11). This is because it opposed God's natural order. Creatures like fish without fins and scales, meat-eating animals, crawling insects, and animals without split hooves were considered "abnormal." They crossed the boundaries between "normal" types and were not suitable for food or offerings (see also Deuteronomy 14:1–21). The dietary laws intended to set Israel apart as a holy people from other nations (Leviticus 11:44–45).
13:9-37
if the rising be white--This BRIGHT WHITE leprosy is the most malignant and inveterate of all the varieties the disease exhibits, and it was marked by the following distinctive signs: A glossy white and spreading scale, upon an elevated base, the elevation depressed in the middle, but without a change of color; the black hair on the patches participating in the whiteness, and the scaly patches themselves perpetually enlarging their boundary. Several of these characteristics, taken separately, belong to other blemishes of the skin as well; so that none of them was to be taken alone, and it was only when the whole of them concurred that the Jewish priest, in his capacity of physician, was to pronounce the disease a malignant leprosy. If it spread over the entire frame without producing any ulceration, it lost its contagious power by degrees; or, in other words, it ran through its course and exhausted itself. In that case, there being no longer any fear of further evil, either to the individual himself or to the community, the patient was declared clean by the priest, while the dry scales were yet upon him, and restored to society. If, on the contrary, the patches ulcerated and quick or fungous flesh sprang up in them, the purulent matter of which, if brought into contact with the skin of other persons, would be taken into the constitution by means of absorbent vessels, the priest was at once to pronounce it an inveterate leprosy. A temporary confinement was them declared to be totally unnecessary, and he was regarded as unclean for life [DR. GOOD]. Other skin affections, which had a tendency to terminate in leprosy, though they were not decided symptoms when alone, were: "a boil" (Lev 13:18-23); "a hot burning,"--that is, a fiery inflammation or carbuncle (Lev 13:24-28); and "a dry scall" (Lev 13:29-37), when the leprosy was distinguished by being deeper than the skin and the hair became thin and yellow.
13:18-37
The priest is here instructed what judgment to make if there was any appearance of a leprosy, either, 1. In an old ulcer, or bile, that has been healed, Lev 13:18, etc. When old sores, that seemed to be cured, break out again, it is to be feared there is a leprosy in them; such is the danger of those who, having escaped the pollutions of the world, are again entangled therein and overcome. Or, 2. In a burn by accident, for this seems to be meant, Lev 13:24, etc. The burning of strife and contention often proves the occasion of the rising up and breaking out of that corruption which witnesses to men's faces that they are unclean. 3. In a scall-head. And in this commonly the judgment turned upon a very small matter. If the hair in the scall was black, it was a sign of soundness; if yellow, it was an indication of a leprosy, Lev 13:30-37. The other rules in these cases are the same with those mentioned before. In reading of these several sorts of ailments, it will be good for us, 1. To lament the calamitous state of human life, which lies exposed to so many grievances. What troops of diseases are we beset with on every side! and they all entered by sin. 2. To give thanks to God if he has never afflicted us with any of these sores: if the constitution is healthful, and the body lively and easy, we are bound to glorify God with our bodies.
13:29-43
If a man or woman. What is here spoken of is not the baldness which so often occurs in old age; but that loss of hair, which is the consequence of leprosy, is distinguished from any other, the cause of which may be some indisposition, and which yet does not pollute a man. But, inasmuch as some kinds of baldness do not so greatly differ at first sight from leprosy, -- such, for instance, as ophiasis and alopecia [8] -- it is therefore necessary to distinguish them.
13:33-44
The scall shall he not shave - Lest the place should be irritated and inflamed, and assume in consequence other appearances besides those of a leprous infection; in which case the priest might not be able to form an accurate judgment.
13:33
He shall be shaven,.... His head or beard, where the scall was, as Aben Ezra; and so Ben Gersom, who adds, the law is not solicitous whether this shaving is by a priest or not; so it seems any one might shave him:
but the scall shall he not shave; that is, the hair that is in it, but that was to continue and grow, that the colour of it might be easily discerned at the end of seven other days; according to the Targums of Onkelos and Jonathan, he was to shave round about it, but not that itself; Jarchi says, he was to leave two hairs near it (u), that he might know whether it spread; for if it spread it would go over the hairs, and into the part that was shaven; when it would be a clear case it was a spreading leprosy: now, that there might be an opportunity of observing this, whether it would or not, the following method was to be taken:
and the priest shall shut up him that hath the scall seven days more; by which time it would be seen whether there was any increase or decrease, or whether at a stand, and of what colour the hair was, by which judgment might be made of the case.

13:33
He shall be shaven, for the more certain discovery of the growth or stay of the plague.
13:32-34
If the mole had not spread by that time, and the two signs mentioned were not discernible, the person affected was to shave himself, but not to shave the nethek, the eruption or scurfy place, and the priest was to shut him up for seven days more, and then to look whether any alteration had taken place; and if not, to pronounce him clean, whereupon he was to wash his clothes (see Lev 13:6).
